Air Force Identifies Second Wave of Civilian Cuts

The Air Force Wednesday identified 4,500 additional civilian positions to be eliminated as part its effort to meet the Pentagon’s directive to trim civilian funding to fiscal 2010 levels.

The move follows the service’s November announcement that it would eliminate 9,000 civilian positions while adding 5,900 in priority areas, and marks the end of the Air Force’s restructuring of its civilian workforce for FY 2012.

Officials still are evaluating whether they will need to lay off employees to reach their target. The Air Force now is offering a second round of voluntary separation incentive pay and voluntary early retirement authority programs. Employees who accept the offers must leave by April 30.

“Once we exhaust all voluntary force management measures, a determination will be made whether or not a RIF [reduction in force] is necessary. We hope to have more information in the spring,” said Brig. Gen. Gina Grosso, the Air Force’s director of manpower, organization, and resources.

Robins AFB in Middle Georgia will lose a total of 452 jobs under the November and January announcements, the Warner Robins Patriot reported. Three bases in Colorado Springs, Colo. — Peterson and Schriever AFBs and the Air Force Academy — will lose a combined total of about 400 civilian jobs, according to the Gazette.

While the Air Force was able to rely on attrition, hiring freezes and incentives to avoid laying workers off following the November action, this week’s announcement is more likely to result in workers losing their jobs, Brian Binn, who oversees military affairs for the Greater Colorado Springs Chamber of Commerce, told the paper.

“Unfortunately, I think some people could be asked to leave,” he said.
