Army Taps SunCal for Milcon Exchange at Camp Parks

In the largest “milcon exchange” in Army Reserve history, SunCal Cos. will construct $80 million worth of much-needed facilities at Camp Parks Reserve Forces Training Area in northern California in return for 180 acres of land at the post where the Irvine, Calif.-based developer will build a master-planned community.

SunCal will construct a new main gate, an administrative building for base police, a maintenance support facility, a regional medical training facility, an Army Reserve training facility, a public works warehouse, and road and utility improvements, according to the reserve property exchange agreement the two signed last week.

On its parcel, located less than 25 miles southeast of Oakland, SunCal will develop Dublin Crossing, a pedestrian-friendly, mixed-use community planned around a Bay Area Rapid Transit (BART) station. The development will include 1,500 homes, parks and several hundred thousand square feet of retail, office, hotel and industrial uses.

“This exchange represents the type of innovative public-private partnerships that will enable us to maintain top-rate facilities for our Reserve Forces for many decades to come,” Joe Calcara, deputy assistant secretary of the Army, said in a written statement.
