The challenges associated with the implementation phase of base redevelopment are numerous, and if you’re facing them for the first time, they can be overwhelming.

At the 2011 Annual Conference in Norfolk, ADC will offer LRAs a special session to review lessons learned from four base closure communities, discuss best practices and explore the unique issues session participants currently are dealing with as they attempt to carry out their reuse plans. The Secrets of Successful LRAs Innovation Lab will be organized around four topic tables, with the discussions at each covering a board spectrum of issues and circumstances, including rural development, moving forward during an economic downturn, and managing large properties and multiple stakeholders.

The topic tables will focus on a diverse set of situations and be led by experienced LRA directors or community leaders:

  • Economic development conveyances — Bill Cork, TexAmericas Center, Texas (Lone Star Army Ammunition Plant and Red River Army Depot);
  • Infrastructure and caretaker agreements — Steve Levesque, Midcoast Regional Redevelopment Authority; Maine (Brunswick Naval Air Station);
  • Positioning Your Property — Debbie Olson, Riverbank Army Ammunition Plant, Calif.; and
  • Challenges of Older Base Closures: Bruce Sandahl, Rantoul, Ill. (Chanute Air Force Base)

During the lab, participants will rotate among the four tables. At each stop, participants will have an opportunity to discuss current challenges and share ideas on new ways to tackle common roadblocks to base redevelopment.

The lab is designed for LRAs from the 2005 BRAC round as well as earlier rounds.

The Secrets of Successful LRAs Innovation Lab will be held Monday, July 18 at 2:00 p.m. There is no additional fee to participate in the laboratory, but be sure to sign up for it when you submit your conference registration. The Annual Conference runs from July 17-20 at the Marriott Waterside in Norfolk. For more information on the conference, visit our website.
