Funds to Renovate Arsenal’s Historic Quarters Unlikely to Turn Up

Following a visit to Rock Island Arsenal, Ill., the Army’s installations chief said it would be up to the community to provide the estimated $6 million needed to upgrade the 139-year-old senior officer quarters on Arsenal Island.
“When we have to prioritize budgets, we’re going to prioritize in favor of the mission and the soldier first,” Katherine Hammack, assistant secretary for installations, energy and the environment, told the Quad-City Times.
There may be sufficient interest among developers to enter into an enhanced use lease for Quarters One, the garrison commander said. Hammack urged arsenal officials to seek out more partnerships with the private sector to improve productivity of the installation’s manufacturing assets.
