Maryland’s Lieutenant Governor Earns Defense Community Award

For leading Maryland’s efforts to accommodate BRAC mission growth at five installations, estimated to generate 60,000 new jobs, Maryland Lt. Gov. Anthony Brown has been named Elected Official of the Year by ADC.

After the 2005 round of base closures were enacted, Maryland Gov. Martin O’Malley appointed Brown chair of the Governor’s Subcabinet on Base Realignment and Closure, assigning him the critical task of crafting and implementing a plan to ready the state’s physical infrastructure and human capital before the September 2011 BRAC implementation deadline.

As chair of the Governor’s BRAC Subcabinet, Brown developed a unique, intergovernmental approach to planning processes. Efforts were coordinated vertically throughout state government; and at the same time, state officials collaborated horizontally with municipal, local, state and federal agencies. The lieutenant governor steered a series of legislative proposals through the General Assembly, many designed to help the state fully benefit from the economic opportunities stemming from the BRAC growth. The state has passed measures:

  • creating BRAC zones to provide communities tax benefits that can be used to build needed infrastructure;
  • authorizing counties greater flexibility to negotiate a payment in lieu of taxes with the developers of enhanced use leasing projects;
  • authorizing funding to address the higher education needs of incoming military missions; and
  • waiving examination requirements for military spouses relocating from Virginia or New Jersey to obtain state licenses.

Brown and the BRAC Subcabinet also channeled state resources to prepare the state’s workforce to take advantage of the thousands of jobs coming to Maryland, improve local roads to handle increase traffic and make the purchase of a home easier in counties affected by BRAC. In the past several years, many of the BRAC Subcabinet’s accomplishments have been cited nationally as best practices.

Brown will be recognized during the Defense Community Awards lunch at the ADC 2011 Annual Conference in Norfolk on Tuesday, July 19.
