New Orleans Needs Business Plan for East Bank NSA Site

The city of New Orleans is looking for one or more consulting firms to prepare a variety of analyses needed to support a business plan for Naval Support Activity New Orleans (NSA), the site on the east bank of the Mississippi River closed under BRAC 2005.
The business plan and operations plan, needed to support the reuse of the NSA site, includes a market analysis, economic feasibility study, operating and infrastructure analysis, and environmental quality assurance report. The 25-acre site’s reuse plan calls for a mixed-use development centered on an emergency operations center, along with the development of commercial, residential and retail space.
