Tustin Seeks Developers to Carry out Reuse Plan at Former Air Station

The city of Tustin is looking for developers to purchase up to five sites totaling 113 acres at the former Marine Corps Air Station (MCAS) Tustin, located in the heart of Orange County, Calif. The city seeks “partners who share our vision for Tustin Legacy, and will help create a vibrant new district in Tustin,” according to the city’s announcement.

Under the new disposition strategy adopted in April, the city will assume the role of executive master developer and subdivide about 420 acres for private development into disposition packages. Sites will be offered for sale to developers for certain land uses and infrastructure improvements required under the MCAS Specific Plan and Tustin Legacy Master Plan.

Monday’s announcement is intended to solicit interest in early development opportunity sites adjacent to Tustin Ranch Road near “The District” retail center. The five sites are designated for uses including apartments and other residence types, commercial offices and retail.

The city will employ a two-step selection process. For the first step, an expert panel will schedule short in-person interviews with interested developers to prepare a short list of the top three candidate developers for each site. Firms will not need to submit proposals in the first stage. Developers picked for the second step will need to prepare a formal proposal.

The city expects to begin exclusive negotiations with selected developers in the first half of 2012.
