White House to Delay Budget Submission One Week

The White House will unveil its fiscal 2013 budget request Feb. 13, one week later than is required by law, according to an Obama administration official.

An early preview of DOD’s budget request is expected this week, however. Defense Secretary Leon Panetta reportedly will offer some details of the Pentagon’s spending plan Thursday, according to the Hill newspaper.

Meanwhile, the Office of Management and Budget last week said that spending on national security would decline $8 billion in FY 2013 from the amount enacted for defense in FY 2012, as a result of the initial spending caps imposed by last year’s agreement to raise the nation’s debt limit. OMB needed to revise the caps because of Congress’ failure last year to reach a deal to reduce the deficit, reported CQ Today.

As a result, spending on defense programs will be set at $546 billion in 2013, $556 billion in FY 2014 and reach $644 billion in FY 2021.
