One of about two dozen military command centers operated by North American Aerospace Defense Command during the Cold War is available to anyone interested in purchasing two windowless buildings in Cicero, N.Y. The SAGE — Semi-Automated Ground Environment — complex at the former Hancock Air Force Base has 175,000 square feet of space and is being offered for $895,000, reports the Post-Standard. The buildings — which have two-foot-thick reinforced concrete walls and one-foot-thick concrete floors — were originally used to track Soviet bombers and assign jets and missiles to intercept them. After the military closed the complex in 2001, the General Services Administration disposed of it. The property now is part of Hancock Airpark, an industrial park being developed by a local economic development entity.

Plenty of questions remain for the Fort Monroe Authority after the Army last month unexpectedly said it was ready to transfer 313 acres of the historic post located on the Virginia shore of the Chesapeake Bay to the LRA. Despite recently auctioning off a high-profile property in Northwest Washington, D.C., the federal government still has a way to go in its effort to streamline the process for agencies to dispose of excess properties. Last month a development team submitted the winning bid of $19.5 million to purchase the Georgetown West Heating Plant, a vacant property over the past decade that has cost $3.5 million in annual upkeep. Still, only a minority of the savings made in response to President Obama’s initiative to cut real estate spending has come from getting rid of some of the federal government’s 14,000 excess properties …

On the 20-year anniversary of the closure of Myrtle Beach Air Force Base, S.C., the Sun News recounts the numerous difficulties facing local officials trying to redevelop the 3,937-acre installation. Today, the former base is the home of a variety of uses, highlighted by the Market Common, a town center with upscale shops and restaurants, and neighborhoods with more than 1,200 homes that follow the principles of New Urbanism. The Army unexpectedly transferred 313 acres at the former Fort Monroe on Thursday to the site’s LRA, leaving a series of unanswered questions regarding the ongoing environmental cleanup, the border of the property reverting to Virginia and other matters. The Army and state officials had been discussing for more than a year the terms of how the Army would transfer the portion of the 570-acre post slated to revert to the commonwealth. The negotiations were intended to resolve who is responsible for the cleanup, long-term building maintenance, and the transfer of utilities and roads, reported the Daily Press …

The LRA for the former Naval Air Station Willow Grove intends to act as master developer for the 862-acre property, and now is preparing an application for an economic development conveyance to obtain the entire site. The LRA’s consultant, Matrix Design Group, is working on the project’s business plan, which it plans to complete later this year. The Navy and the Horsham LRA likely won’t complete negotiations over an EDC before March 2014 …

Discussions between the Army and Point Stratford Renewal over the purchase of the former Stratford Army Engine Plant in Connecticut still have not been completed, more than six months after the federal government selected the Connecticut-based development team. The developer has agreed to assume responsibility for cleaning up the 77-acre site but wants the Army to clean up the mudflats along the Housatonic River. The Navy is still cleaning up the former Naval Air Station South Weymouth 16 years after the installation located outside of Boston closed, but officials believe the effort could be completed in about three years. So far, the Navy has spent $66 million on the effort and it estimates finishing the job will require an additional $25 million, reported the Boston Globe.
