Courtney Becomes Top Democrat on House Seapower Panel

Connecticut Rep. Joe Courtney (D) will serve as the ranking member on the House Armed Services’ Seapower and Projection Forces Subcommittee in the 114th Congress, replacing Mike McIntyre (D-N.C.) who retired, according to the full subcommittee roster released Wednesday.

Courtney’s district includes Naval Submarine Base New London and the General Dynamics Electric Boat manufacturing facility in Groton, and the Coast Guard Academy in New London.

One other Armed Services panel has a new ranking member, with Rep. Jackie Speier (Calif.) taking the top Democratic spot on the Oversight and Investigations subcommittee. Rep. Niki Tsongas (Mass.) had been the ranking member.

Del. Madeleine Bordallo of Guam will remain the ranking member on the Readiness panel. Committee Chairman Mac Thornberry (R-Texas) previously announced the chairs for each subcommittee.

The committee is adding eight new Democrats after seven members lost their reelection bids in November or retired. They include Reps. Seth Moulton (Mass.), Tim Walz (Minn.), Beto O’Rourke (Texas), Donald Norcross (N.J.), Ruben Gallego (Ariz.), Mark Takai (Hawaii), Gwen Graham (Fla.), and Brad Ashford (Neb.). 

Overall, Republicans will increase their majority on the full committee to reflect the party’s expanded majority in the chamber. Their majority will increase by three, from 34-28 to 36-27, with the committee growing from 62 to 63 members.
