Joint Base San Antonio and Alamo Area Government Organization Sign Historical ISGA

The Alamo Area Council of Governments (AACOG) and Joint Base San Antonio (JBSA) signed a historical agreement Wednesday establishing the first Blanket Intergovernmental Support Agreement (IGSA) in the history of the U.S. Air Force, according to a press release.
The agreement, the product of several years’ work, will allow JBSA to forward to AACOG contracting requirements that the installation routinely fills through traditional federal contracting. The requirements could then be fulfilled by AACOG and its member governments through their own capabilities and contractors, streamlining JBSA’s procurement process and saving millions over time, according to the release.
The agreement will also infuse funding into the 13 surrounding San Antonio counties and cities comprising AACOG.
“We are thrilled to be the lynchpin of transformational change in the relationship between JBSA and our region,” said Diane Rath, AACOG Executive Director. “This agreement creates a much more symbiotic relationship between the many missions of JBSA and the communities that host those missions. This new relationship will ensure JBSA is able to focus on its true mission to deter war and protect the security of our country. It will also translate into a new stream of revenue for our local governments.  Best of all, we will be able to do this at no cost to local taxpayers.  We couldn’t have achieved this historic milestone without the commitment of the leadership of JBSA to this community.”
Both AACOG and JBSA will stand to gain from local contractors fulfilling on-base contracting requirements, KSAT.com reported. If any JBSA entity needs landscaping, garbage or recycling pickup, road paving, or construction, they will be able to contract through AACOG rather than the federal government.
“Our member governments will be able to support the military and, at the same time, expand their capacity, so we are very excited to have this very mutual beneficial agreement. It’s a win-win for both sides,” Rath said.
An AACOG pilot project earlier this year involved San Antonio crews completing a road paving project for Fort Sam Houston in only two months that normally would take 8 months, according to the report.
Only one other Blanket IGSA exists, between the U.S. Army and the Presidio of Monterey Services Agency in Monterey, Calif.  The agreement, several decades in service, annually saves the Presidio 22% in operations support costs, according to the Army Audit Agency.
The new AACOG-JBSA agreement models the Presidio agreement, creating an opportunity for AACOG and its 70-member governments throughout their region.
