The Army is moving toward a more “market-based” approach to officer promotion instead of simply moving personnel as needed, Army Secretary Mark Esper told Army Times.
“My view is, we’re going to move away from ‘up or out,’” he said. “My shorthand is ‘perform or out.’”
He set an April 1 deadline for a task force to submit a plan to rework promotions, assignments and other personnel issues, according to the article. He wants to begin implementation by the end of the year.
In the defense authorization bill, Congress gave the military more flexibility in such personnel matters.
“I need to make sure we tell the force what to expect, what a successful career looks like, what are the ground rules,” Esper told Army Times.
