Army Issues RFP for 25MW Heat, Power Project at Redstone Arsenal

The Army on Friday released a request for proposals for a 25-megawatt combined heat and power renewable energy project at Redstone Arsenal, Ala.

The project calls for the Army to purchase steam and electricity generated onsite through a 30-year power purchase agreement. The winning firm will finance, design, build, operate, own and maintain the energy generation facility, according to a press release from the Army Corps of Engineers, Engineering and Support Center, Huntsville.

The Corps is managing the project in coordination with the Army Office of Energy Initiatives. The solicitation was posted to the Federal Business Opportunities website. The Corps plans to issue a notice of intent to award for the project in the summer of 2015.

The project is intended to make Redstone more resilient by limiting its reliance on the existing power grid. An April 2011 outbreak of tornadoes in Alabama destroyed parts of the regional Tennessee Valley Authority distribution network and took down power lines to the arsenal.
