Horsham LRA Needs Consultant to Assist with EDC Application

The newly created Horsham Land Redevelopment Authority (HLRA) is seeking proposals from qualified consultants to assist it in preparing an economic development conveyance (EDC) application for the approximately 862 acres of federal surplus property at the former Naval Air Station Joint Reserve Base Willow Grove, Pa.

Guidelines detailing form and content requirements for the proposal can be requested by contacting Colleen Wilson at cwilson@horsham.org. Proposals are due by 3:00 p.m. on Oct. 22.

The business plan and pro forma that will be prepared will cover a range of activities, including traffic, water and sewer, storm water management and other factors affecting large-scale development, reported the Hatboro-Horsham Patch.

“This is an all-encompassing scope of work … It fills in the vision. All the particulars, all the concerns … exactly how much will it cost for various things,” Mike McGee, HLRA executive director, said at a public meeting Wednesday.

The redevelopment authority plans to acquire the base property from the Navy and act as the master developer.
