Florida County Embarks on Implementation of JLUS Recommendations

Bay County, located on the Florida Panhandle, is considering how to implement a variety of recommendations that would mitigate disputes over land use and other activities with Naval Support Activity Panama City.

After completing a joint land use study (JLUS) in record time — nine months — the county has hired a firm to create action plans needed to turn each of the study’s goals into reality. Among other recommendations, the study called for conducting a vertical height assessment study, and creating a military influence overlay district, comprehensive land use policies for areas within line-of-sight corridors, and a process for including Navy officials in discussions about development close to the base, reports the Walton Sun.

The study was prompted after the county approved construction of a large dock which interfered with the Navy’s access to the Gulf of Mexico.
