Defense Budget Reform Panel Says System Needs ‘Significant Improvement’

March 3, 2023

An independent panel reviewing the Pentagon’s budgeting process said Thursday that it is looking for “reform in the broadest sense, meaning all options are being considered to enhance our nation’s defense,” as Defense News reported.

The Commission on Planning, Programming, Budgeting, and Execution Reform is chaired by former DOD comptroller Bob Hale and comprised of former officials from the Pentagon, Congress and industry.

“The commission has gained an extensive understanding of viewpoints on how the current PPBE system operates,” according to a summary of its status report. “While some of the information gained highlights useful aspects of the current system that should be considered for retention, a majority suggests the system needs significant improvement.”

The panel will continue holding “open mic”-style hearings through December. It owes Congress a preliminary report in August and a final report next March.
