    Plans to develop the historic district at the former Fort Chaffee in western Arkansas into an urban, walkable neighborhood are a significant step closer to being realized after the Fort Chaffee Redevelopment Authority last week agreed to sell five World War II-era warehouse buildings to a developer. The warehouses, which face the historic district at Chaffee Crossing, would be converted into a multi-use property that includes retail, office and restaurant space, under plans developed by Diades Investments LLC.     The National Park Service is reviewing dozens of proposals for reusing 17 historic officers’ quarters and 18 other buildings at the former Fort Hancock located off the coast of New Jersey.
