    Leaders from Dover Air Force Base and state and local agencies on Wednesday signed eight initiatives establishing partnerships covering a range of activities, including law enforcement training, civil air patrol licensing, a financial stability program and a community organic garden. Officials also signed an executive charter for the First State Community Partnership initiative, reported Delaware State News. Dover Air Force Base and the Dover Police Department will share a variety of training resources under the law enforcement co-op initiative.     El Paso County is planning to open a motor vehicle branch on Fort Carson, Colo., in the spring of 2016, one of only a few in the nation located on a military installation. Under a partnership with the Army, the county will not have to pay to rent the space or for utilities, reported the Colorado Springs Gazette. The Army also is paying to renovate the facility. The office, run by the El Paso County Clerk and Recorder’s Office, will offer motor vehicle, driver’s license, recording, marriage licenses and elections services.
